I wouldn't be too worried about teams NOT living up to expectations in the first couple weeks of the season, though.

FWIW, this is what I had projected for West Plains this year. Projected (rounded) times on the right for a standard fairly-fast 5k, and their (rounded) times at Memphis Twilight on the left:

16:05 Camden Barrett 16:05

16:30 Jeremy Inman 16:15

16:50 Kameron Moss 16:20

16:35 Jordan Inman 16:30

16:30 Quentin Keller 16:35

17:10 Ransom Nichols 17:05

Surprises:

4 White, Dylan 10 West Plains HS 16:28.47 3

But the important note: The projections are where I have them FINISHING the year, not starting the year. So while some runners aren't there yet, if this was a fairly-fast course, others already are.

The important aspect to take away from the meet for West Plains is the emergence Dylan White. He'll make a difference in the rankings (and Keller's better-than-expected improvement will be taken into consideration as well)
"853516":
I think that it is safe to say that many under ranked teams have exceeded the expectations of those making them.
I can recall that no missouri team races on a 3 mile course except SLUH who attends the palatine invite, and many missouri teams do not compete against high level competition and if you add the average time for the .1 in a 5k to those times, they arent much better at all.

Except that those times were run at altitude, and the difference between a 3 mile vs. 5k and sea-level vs. 4530' is not that significant (3 mile -> 5k is ~3.6% difference, while the difference at ~4500' vs. sea-level is ~2.4%).

So, IF we were to assume that the courses had similar terrain, then...

Westlake 5k equivalents = roughly 15:55-15:55-16:20-16:20-16:25

while West Plains MO was, roughly, 16:05-16:30-16:30-16:30-16:35

again, not taking into account the likely dissimilar terrain.

That suggests that there is not a significant (considering how early it is in the season, and the level of competition in these races) difference between the two teams, aside from the #2 runners which is in favor of preseason US#119 Westlake UT, unless either the Memphis Twilight had much more rough terrain/worse conditions (would have to be more than a 10 second difference due to terrain and other conditions for West Plains to pull even).

By the way, Westlake's meet also included US#3 American Fork, US#46 Riverton, US#90 Lone Peak, and a good but unranked (in the SW and the US) Herriman team.

This is how it turned out:

tl;dr - West Plains is looking good, as expected, though Westlake (which did get ranked just inside the top 120) is looking better so far. Both teams look capable of competing with US Top-50 type teams, as do other unranked teams. Because there are a lot more than 120 teams in the US that can compete at that level.

But keep up the debate, because West Plains is one of many teams that deserve to be kept on the radar, because they a good team that might sneak into the mid-season rankings, and even more likely is they end up on the deeper post-season rankings. The more I, and others, are informed, the better my (and others) rankings will be ... ideally.
1. Joe Murphy (12) 4:16.53 1600m, 4:21.60y, 9:51.19 3200m

If that's all correct, then Brebeuf Jesuit should have been included. They would have been behind Cathedral, but would have been the next team from the Midwest... so somewhere in the US#86-92 range. The other two teams would have been in the MW#30-40 range (alongside teams like West Lafayette IN or Naperville North IL).
"844733":
I don’t know if all the states are like this, but there appear to be glaring omissions in your list for the Indiana teams. Both Brebeuf Jesuit and Lawrence North aren’t on your list at all and they appear to be closer to the level of Columbus North at #29 than they are to the trio of teams from Indiana you have at #85-#103. In the last race of their season last year, you can see that both those schools return much more than Cathedral, who you rank as your #85 team:

Two of the Indiana preseason lists that are usually the best have the exact same top 4 in the same order (First one is opinion, second is computerized). Brebeuf Jesuit and Lawrence North are 3, 4 in both.

In addition, the teams had separate runners with the following track times, which are better than the 3rd, 4th, and 5th team from Indiana that you listed:

Brebeuf Jesuit: 9:06, 4:20, 4:21, 9:56

Lawrence North: 9:38, 9:42, 4:16, 4:32 (The 4:32 guy was their #1 in XC last year, but had injury issues during track)

I’m just curious if you looked at these teams and if so what made you decide not to put them on your list. I would say that Fishers might belong above your #3, 4 and 5 Indiana schools too, but that one isn’t as clear. I'm not saying these teams should be top 25 and maybe not even top 50, but I'm surprised they're not on your list at all.
"844709":

Again, quick note: I didn't record all the track times for all the athletes out there to give them a complete profile if the performances I already had for them were better. So, some kids might have run track times and I don't have any track marks listed, or some might have run good miles or 2 miles that aren't included because other performances were already superior. Hopefully no typos as I re-type this...
